You only need Utility Biome if another mod such as Better Biomes requires it.
Utility Biome is a shared library for mods that change Hytale’s world generation. It gives players and server admins commands for finding and inspecting biomes, and gives mod authors tools for features the vanilla generator can’t produce on its own, such as waterfalls, overhangs, floating islands and small structures.
